Skagit Friendship House is a Clean and Sober program designed to support individuals in achieving stable housing by addressing behavioral challenges and promoting personal development. Participants work with staff to create a personalized Action Plan that includes specific goals related to housing, employment, education or personal development. The Action Plan is what staff members will use to hold you accountable while you are in the program and determine your length of stay.   


All residents of the program are required to volunteer in the Friendship House Cafe 2-3 times a week depending on employment status. Completing house chores, following rules, behaving in a respectful manner are expected from all.  


To apply for the Men’s and Women’s programs please fill out the Shelter Application form below or call (360) 336-6138. In the Women’s House, all children must be accompanied by their parent or guardian; all boys must be under 12 years old at the time of entry.


Individuals interested in the program must first interview with a staff member and pass a background check.

Skagit First Step Shelter

A low barrier shelter, open in Burlington: a partnership of the City of Burlington, Friendship House and Skagit County. ​For many, Skagit Friendship House’s First Step Center is the first stride in stepping out of homelessness. With 45 Low-Barrier Cabins, and space for emergency cold weather shelter, those who struggle to reach the services they need have the opportunity to connect with basic resources, mental health support, substance abuse treatment, employment services, medical visits, fresh meals, and transportation.


Skagit First Step is a 24/7 emergency temporary homeless center which includes 45 individual Pallet Shelter Cabins and provide 24/7 onsite management and overnight security. Friendship House oversees the management and operations of the facility.

Along with safe, warm places to sleep, on-site services are/will be available:

  • Mental health support
  • Substance abuse support
  • Employment services
  • Medical visits
  • Meal services
  • Transportation services
  • Laundry

Also serves as the site for our Winter Shelter program, overnight guests are able to stay one night at a time (up to 25 guests)
